County Zoning: RS-15 (Single-Family Residential District with a minimum building <br /> site of 15,000 square feet). <br /> 7. GP LUPAG Map: Low Density Urban. This designation allows residential uses (up to <br /> six units per acre), with ancillary community and public uses, and neighborhood and <br /> convenience-type commercial uses. <br /> 8. Hilo Community Development Plan (CDP): The Hilo CDP adopted by Planning <br /> Commission Resolution No. 1 on May 21, 1975 identifies the area as Single-Family <br /> Residential. <br /> 9. Chapter 205A, Hawaii Revised Statutes (HRS), Coastal Zone Management <br /> Program: The entire State of Hawai`i lies within the Coastal Zone Management (CZM) <br /> area. The intent of the CZM Program is to guide and regulate public and private uses in <br /> the CZM area with respect to recreational resources, historic resources, public access to <br /> shoreline, scenic and open space resources, coastal ecosystems, marine resources, <br /> economic uses, coastal hazards, managing development, public participation and beach <br /> protection. <br /> 10. Special Management Area (SMA): The SMA is a part of the CZM Program and is <br /> regulated by the County. The property is located approximately 2.60 miles from the <br /> nearest shoreline and is not situated within the Special Management Area. <br /> DESCRIPTION OF PROJECT SITE AND SURROUNDING AREA <br /> 11. Subject Property: The subject 21,815 square feet property is roughly rectangular in <br /> shape and contains an existing single-family dwelling constructed in 1951. There is an <br /> approved Ohana Dwelling Permit No. OHD 95-48 for an additional dwelling on the <br /> subject property, which has never been built. The subject property is relatively level and <br /> is situated just above the 200-foot elevation. <br /> -2- <br />
