WHEREAS, the Consolidated Plan is a five-year (2015-2019) plan that <br /> indicates the County's goals and priorities for the use of CDBG, HOME and HTF <br /> funds for housing, homeless, special needs and community development; and <br /> WHEREAS, the Annual Action Plan is a yearly plan that includes the actual <br /> projects and activities that will be carried out with the County's CDBG funds; and <br /> WHEREAS, it is required by HUD that before the County of Hawaii receives <br /> its annual CDBG allocation, the.County shall submit its Annual.Action Plan as <br /> required by the Consolidated Plan; and <br /> WHEREAS, the CDBG projects and activities must meet the priorities and <br /> objectives as described in the Consolidated Plan; and <br /> WHEREAS, it is required by HUD that the County of Hawaii submit <br /> certifications assuring conformance to related rules, regulations and laws of the <br /> CDBG Program; and <br /> WHEREAS, a timely submission of the Consolidated/Action Plan for CDBG, <br /> HOME and HTF funds, in accordance with appropriate federal regulations, is <br /> necessary; and <br /> WHEREAS, the Office of Housing and Community Development is providing <br /> the following exhibits for reference: <br /> Exhibit A — 2018 Action Plan Project List <br /> Exhibit B — 2018 Citizen Participation Process and CDBG Action Plan <br /> Schedule <br /> Exhibit C — Request for Proposal Process <br /> Exhibit D — Project Recommendation and Rating Sheet <br /> Exhibit E — 2018 Amended Consolidated Plan and Action Plan <br /> ; and <br />
