REQUEST: <br /> Please submit the attached bill to amend Ordinance No. 17-39, as amended, the Operating Budget for <br /> the County of Hawaii for the Fiscal Year ending June 30, 2018 to add HOME Investment Partnerships <br /> Program (HOME) revenue and appropriate the same for the General Fund, as follows: <br /> 010.3301.91 Federal HOME Grant <br /> $2,375,000.00 <br /> 010.3607.09 HOME Grant - Program Income 50,000.00 <br /> 010.951.5951.86 Kaloko Heights Affordable Housing $1,400,000.00 <br /> 010.951.5951.87 Tenant Base Rental Assistance Program $ 900,000.00 <br /> 010.951.5951.88 OHCD Administration $ 125,000.00 <br /> Please also submit a resolution approving and adopting the 2018 County of Hawaii Action Plan and <br /> authorizing the Mayor of the County of Hawaii to execute and submit the Consolidated/Action Plan <br /> and all other related documents to the U.S. Department of Housing and Urban Development (HUD) for <br /> the CDBG, HOME and HTF Programs. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED) : <br /> This appropriation reflects anticipated HOME funding from HUD for the PY2018 HOME program received <br /> or anticipated to be received by the OHCD. These funds will be utilized to expand the supply of <br /> decent and affordable housing for low and very low income persons, enable local design and <br /> strategies for developing housing and develop public/private/non-profit partnerships. All of these <br /> projects will benefit persons of low and moderate income throughout the island of Hawaii. <br /> Hawaii Housing Finance and Development Corporation (HHFDC) is the direct recipient of the HOME and <br /> HTF funds and Hawaii County is the state recipient. As the direct recipient of HOME and HTF funds, <br /> HHFDC is required to submit its Annual Action Plan to HUD before receiving its 2018 allocation. <br /> The 2018 activities that will be carried out with the County of Hawaii's HOME and HTF funds will be <br /> submitted to HHFDC and included in their Annual Action Plan. <br /> SIGNED: I DATE: MAR 16 2018 <br /> (/;-- Depa' tme t Head <br />
