BJarneskiREZ.shw—03/22/2018 <br /> COUNTY OF HAWAII PLANNING DEPARTMENT <br /> BACKGROUND REPORT <br /> KELLY & JOANNE JARNESKI <br /> CHANGE OF ZONE APPLICATION (REZ 18-000226) <br /> KELLY and JOANNE JARNESKI has submitted an application for a Change of Zone from an <br /> Agricultural-20 Acres (A-20a) to an Agricultural-6 Acres (A-6a) Zoning district for <br /> approximately forty (40) acres of land. The subject properties are located on the west side of <br /> Akolea Road, about 550 feet north of the intersection of Kaumana Drive and Akolea Road, <br /> portion of Ponahawai-Kaumana Homesteads, South Hilo, Hawai`i, <br /> TMK's: (3)2-5-047:033 and 034. <br /> PROPOSED ACTION <br /> 1. Applicants Request: The applicants are requesting a change of zone for two (2) <br /> contiguous twenty-acre parcels from A-20a to A-6a in order to create a six (6) lot <br /> subdivision. Four (4) of the lots will be a minimum of six (6) acres and two (2) lots will <br /> be about eight (8) acres each. The two parcels consist of approximately forty(40) acres <br /> of land in total. According to the Zoning Code, the purpose of the Agricultural district is <br /> to provide for agricultural and very low density agriculturally-based residential use, <br /> encompassing rural areas of good to marginal agricultural and grazing land, forest land, <br /> game habitats, and areas where urbanization is not found to be appropriate. <br /> Requirements for establishing a land use in the Agricultural-zoning district, including a <br /> list of the variety of permitted land uses, are shown in Sections 25-5-70 through 77 of the <br /> Hawai`i County Code, Chapter 25 Zoning. Reason for the Request: The applicants are requesting the change of zone in order to <br /> create a six (6) lot subdivision. Upon final subdivision approval, the applicants plan to <br /> sell five (5) of the resulting lots. The applicant will continue living in the existing <br /> permitted dwelling located on TMK: (3) 2-5-047:034. The remainder of Parcel 34 is <br /> -1- <br />
