Zone X is an area determined <br /> to be outside the 500-year floodplain. According to DPW, all development-generated <br /> runoff shall be disposed of onsite and not directed toward any adjacent properties, and a <br /> drainage study shall be prepared and the recommended drainage system shall be <br /> constructed meeting their approval. <br /> 16. Air Quality: Air quality in the subject area is mostly affected by emissions from natural <br /> and vehicular sources, as well as the volcanic haze from the Kilauea Volcano. According <br /> to the State Department of Health, the applicant would need to meet the requirements of <br /> our Department of Health Air Pollution Rules, Chapter 60.1, Title 11, State of Hawai`i <br /> for fugitive dust control. <br /> 17. Noise Impacts: Existing noise levels are from traffic and incidental human activity, <br /> wind and foliage. As the project will generate construction traffic and equipment noise, <br /> the applicant will comply with the State Department of Health's noise regulations. <br /> Construction activities will be limited to certain periods of the day. <br /> 18. Soil Quality: According to the State Department of Health, lands formerly used for <br /> sugarcane production are now being developed into communities where residential <br /> homes, schools and commercial businesses are being constructed. Chemicals associated <br /> with the sugarcane industry persist in soil today and may be a threat to public health and <br /> the environment. Elevated arsenic levels were discovered in soil at former sugarcane <br /> production areas on the islands. The State Department of Health Hazard Evaluation and <br /> Emergency Response (HEER) Office has identified former sugarcane production areas <br /> for assessment throughout the state and plans to work with property owners to conduct <br /> environmental assessments to identify and address elevated soil arsenic levels prior to <br /> finalizing development plans for the properties. <br /> 19. Flora/Fauna Resources: There was no formal flora and/or fauna study conducted for <br /> this Change of Zone request. Due to previous grading, grubbing and cattle grazing <br /> activity, the applicants indicated that it is unlikely that any threatened or endangered <br /> floral or faunal species are present on the property.
