REQUEST: <br /> Request to amend Ordinance 18-69, Capital Improvement Budget for FY2018-2019, to increase the <br /> appropriation for the following project: <br /> Lono Kona Improvement District-$1,140,000 $4,839,000 from General Obligation Bonds and Other Sources <br /> Lono Kona Improvement District- $0 $1,071,000 from Federal Grant <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> Several landowners within Lono Kona Subdivision have received violation notices from the U.S. <br /> Environmental Protection Agency for their continued use of large-capacity cesspools. The project offers a <br /> cost-effective means for accessible sanitary sewer. This request is to appropriate additional funds to reflect a <br /> subsequent USDA Loan amount of$3,699,000 and a subsequent RUS-WEP Grant of$1,071,000 for the <br /> project. All project costs will be reimbursed by USDA. A portion of the project will be funded by a RUS-WEP <br /> grant through the USDA. <br /> The expected life of the sewer improvements is fifty years. <br /> We respectfully request that this bill be waived from Committee and placed on the next Council agenda in <br /> order to expedite the award of the construction contract in order to meet the grant requirements. <br /> A Project Data/Financial Impact Statement is attached. <br /> a241.6'f'-"C'''''°L. <br /> SIGNED: DATE: 07/26/18 <br /> Department Head <br />
