COUNTY ENVIRONMENTAL REPORT <br /> COUNTY REZONING REQUEST (A-20a to A-5a) <br /> CHARLES & KITURA ANDRUS <br /> KIHALANI HOMESTEADS LAUPAHOEHOE HAWAII <br /> TMK_(3, 3-5-004-023 <br /> INTRODUCTION <br /> Charles and Kitura Andrus ("applicants") are requesting the rezoning of a <br /> 11.06-acre parcel of land from the Agriculture to Agriculture (A-5a) district in <br /> Kihalani Homesteads, Laupahoehoe, Hawai'i. The property is located at the <br /> southeast side of Kihalani Homestead Road, approximately 0.90-miles from <br /> its intersection with Hawaii Belt Road. The Laupahoehoe School is located at <br /> the bottom of Kihalani Homestead Road where it meets Hawaii Belt Road. - <br /> (Figures 1 and 2) The applicants are in the process of constructing a single- <br /> family dwelling on the subject parcel to be their primary residence. <br /> If approved, the applicants intend to subdividethe 11.06-acre pp d 1 .06 acre parcel into two <br /> (2) lots, consisting of a minimum of 5-acres each. The division of said lots <br /> are as such: The applicants will occupy one of the lots and the newly created <br /> lot will be conveyed to one of the applicants' children. <br /> II. PROJECT LOCATION <br /> As noted earlier, the subject property is located at the southeast side of <br /> Kihalani Homestead Road, approximately 0.90-miles from its intersection <br /> -with Hawaii Belt Road. The Laupahoehoe School is located at the bottom of <br /> Kihalani Homestead Road where it meets Hawaii Belt Road. <br /> 2 <br /> (Figure ) <br /> III. PROJECT DESCRIPTION <br /> A. Project Concept and Components <br /> The subject site consists of 11.06-acres and has one single-family <br /> dwelling being constructed on the northwest side of the property. The <br /> applicant wishes to subdivide the subject property into two (2) lots and <br /> eventually convey the new lot to one of their children. If approved, the <br /> proposed lots would consist of a minimum of 5-acres in size. As <br /> proposed, the newly created lots would have access off of Kihalani <br /> Homestead Road.
