any topographic constraint in developing and utilizing the site for two <br /> (2) 5-acre + sized lots. <br /> There are homes on land ranging from 2 acres to 10+ acres proximate <br /> to and within the subdivision leading to the subject site. The general <br /> area looks to be more rural residential. <br /> According to the State Commission on Water Resource Management, <br /> the closest rain gauge in this area is the Hilo Airport. The annual <br /> median rainfall for this area is approximately 131 inches. The average <br /> daily temperature ranges from a minimum of 61 degrees to 79 <br /> degrees Fahrenheit. Wind patterns are generally easterly during the <br /> day and westerly during the evenings. <br /> B. Soils and Topography <br /> According to the Natural Resource Conservation Service's Land Study <br /> Bureau,Overall Master Productivity Rating, the site appears to have a <br /> designation of "C" or "fair." <br /> The soil for the subject site is of the Ookala medial silty clay loam, with <br /> 10 to 20 percent slopes. It is well drained with a runoff class of <br /> medium and the erosion hazard is slight. <br /> According to the Agricultural Lands of Importance to the State of <br /> Hawaii (ALISH) classification system, it appears that approximately <br /> 95% of the site is classified as "1" (Prime Lands) with a'small portion <br /> on the very east end of the subject property as "unclassified." <br /> As noted earlier, the topography of the site slopes in a south to north <br /> direction, with the lower portion being at the south end. The slope <br /> appears to be between 10 to 15 percent. <br /> C. Natural Hazards <br /> 1. Drainage <br /> The Federal Emergency Management Agency (FEMA) Flood <br /> Insurance Rate map (FIRM) identifies the majority of the project <br /> area as Zone "X" (areas outside of the 500-year flood). There <br /> are no existing drainage ways on the site. <br /> The applicant has not observed any significant runoff or erosion <br /> in the recent past on the subject site.
