Resolution No. 291-17: This resolution, which was adopted by the County Council on <br /> October 4, 2017, indicates that County Council action on rezoning applications in the <br /> Hamakua district, Waipi`o though Kaiwiki, should be postponed until the Hamakua <br /> Community Development Plan (CDP) is adopted by ordinance, or until <br /> December 31, 2018, whichever shall occur first. The subject property is within this area. <br /> As of the date of this writing the CDP has not yet been adopted, but is at County Council <br /> for deliberation and adoption. It is possible the CDP will have been adopted by the time <br /> this Change of Zone application is forwarded to County Council for action. (P.D. Exhibit <br /> 2-Resolution No. 291-17) <br /> 9. Special Management Area: The subject property is located about a mile from the <br /> nearest shoreline and is not in the Special Management Area. <br /> DESCRIPTION OF SUBJECT PROPERTY AND SURROUNDING AREA <br /> 10. Subject Property: The property sits at approximately 800 feet elevation and is fairly <br /> level. There is a farm dwelling on the western portion of the property that was completed <br /> in May 2018 with building permits BH2O18-00538 and BH2,017-00877. The applicants <br /> have planted various fruit trees and conduct small-scale pasture grazing on the property. <br /> 11. Surrounding Zoning/Land Uses: Surrounding properties are similarly zoned A-20a and <br /> consist of lots ranging in size from 2 to 12 acres. Most of these lots are non-conforming <br /> in size because they were created prior to the establishment of zoning. These lots contain <br /> small farms with farm dwellings. A State-owned plantation ditch runs along the <br /> northeastern property boundary and Kihalani Stream is located on'he adjacent State <br /> • property to the southwest. <br /> 12. Agricultural Lands of Importance to the State of Hawaii (ALISH): Prime <br /> Agricultural Land, which is land best suited for the production of food, feed, forage and . <br /> fiber crops. The land has the soil quality, growing season, and moisture supply needed to <br /> produce sustained high yields of crops economically when treated and managed, <br /> including water management, according to modern fanning methods. <br /> 13. Land Study Bureau's Detailed Land Classification System: "C" or"Fair" for <br /> agricultural productivity. <br /> -2- <br />
