7. December 22,2014: The Planning Director granted a Final Plan Approval for a medical <br /> family clinic to the applicant. (PD Exhibit 5—Final Plan Approval) <br /> 8. June 6, 2016: The Department of Public Works (DPW) Building Division issued a <br /> Building Permit No. BH2016-00731 for a medical office building for Hawaiian Family <br /> Health. This Building Permit, and the related electrical and plumbing permits are still <br /> open. <br /> 9. February 27, 2018: The Planning Department received the subject request for a 5-year <br /> time extension to comply with Condition C of Change of Zone Ordinance No. 07 166 and <br /> with Condition No. 4 of Use Permit No. 13-000042. The applicant is currently working <br /> towards compliance with all the conditions. Construction is actively underway, with <br /> contractors working on the building interior. Then, contractors will start working on the <br /> site improvements. <br /> STATE AND COUNTY PLANS <br /> 10. State Land Use District: Urban. <br /> 11. General Plan LUPAG Map Designation: Medium Density Urban. These are areas of <br /> village and neighborhood commercial and single family and multiple family residential <br /> (up to 35 units per acre) and related functions. <br /> 12. County Zoning: Multiple-Family Residential-5,500 square feet (RM-5.5). According to <br /> Section 25-5-32(b), a medical clinic may be permitted in the RM district, provided that a <br /> use permit is issued for each use. <br /> 13. Hilo Community Development Plan (CDP): The Hilo CDP, adopted as Planning <br /> Commission Resolution No. 1 on May 21, 1975, identifies the property for residential <br /> and/or planned unit development use. <br /> 14. Chapter 205A, HRS, Coastal Zone Management Program: The entire State of <br /> Hawai`i lies within.the Coastal Zone Management (CZM) area. The intentof the Coastal <br /> Zone Management Program is to guide and regulate public and private uses in the CZM <br /> area with respect to recreational resources, historic resources, public access to shoreline, <br /> scenic and open space resources, coastal ecosystems, marine resources, economic uses, <br /> coastal hazards, managing development, public participation and beach protection. <br /> -3- <br />
