15. Special Management Area (SMA): The subject property is not situated within the <br /> County SMA, and is located a little over one (1) mile from the nearest coastline. <br /> DESCRIPTION OF SUBJECT PROPERTY AND SURROUNDING AREA <br /> 16. Subject Property: The subject 1.278-acre property is rectangular in shape, sits about the <br /> 200-foot elevation and slopes downward in the east direction. Encumbering the property <br /> are the following: drainage easements "D-6" and "D-7", road and utility easement <br /> "RU-3" and a ten (10) foot no vehicular access planting screen easement along <br /> Ponahawai Street. Construction of the medical building started in 2016. The medical <br /> clinic building is approximately 80% complete with contractors currently working to <br /> finalize the interior, and then they will begin work on the remaining site and parking <br /> improvements. <br /> 17. Surrounding Zoning and Land Uses: In the immediate area are a mix of agricultural <br /> and commercial land uses. Located at the northeast corner of the Ponahawai and <br /> Komohana Streets intersection is the Ka Waena Lapa'au medical office complex. The <br /> adjacent, vacant parcel to the east and south is commercially zoned. The adjacent, vacant <br /> parcel to the west is agriculturally zoned. To the north is a vacant agricultural property. <br /> Recent nearby ordinances that changed the zoning district from agricultural to <br /> neighborhood commercial include Ordinance No. 10 045 for TMK: (3) 2-3-037:006 and <br /> Ordinance No. 15 002 for TMK: (3) 2-3-037:012. <br /> 18. Flood Zone: In a July 10, 2013 memo, the DPW-Engineering Division stated that a <br /> portion of the subject property is in an area designated as Flood Zone A on the Flood <br /> Insurance Rate Map (FIRM) by the Federal Emergency Management Agency(FEMA). <br /> Flood Zone A is the Special Flood Hazard Area inundated by the 100-year flood where no <br /> base flood elevations are determined. However, the drainage easement "D-6" designation <br /> accurately defines the flood inundation area. In an April 13, 2018 memo, <br /> DPW-Engineering Division stated that they have no objection to a time extension to <br /> complete construction. <br /> 19.
