On July 7, 2017 — the Hawaii County Council approved a resolution introduced by Council Chair Valerie Poindexter establishing a sister city relationship between the County of Hawai'i and the Municipality of Cabugao, Province of (locos Sur, Philippines. Cabugao was selected to be a sister city to honor and acknowledge the contribution of the Filipino men known as "Sakadas", who were recruited to work in Hawaii sugar and County of Hawaii is an Equal Opportunity Provider and Employer.
