BHICDC (Phases 1&2)-S LU doe-shw 07/17/2018 <br />COUNTY OF HAWAII PLANNING DEPARTMENT <br />BACKGROUND REPORT <br />HAWAII ISLAND COMMUNITY DEVELOPMENT CORPORATION (HICDC) <br />STATE LAND USE BOUNDARY AMENDMENT APPLICATION (SLU 18-000051) <br />HAWAII ISLAND COMMUNITY DEVELOPMENT CORPORATION (HICDC) <br />has submitted an application for a State Land Use Boundary Amendment from Agricultural to <br />Urban for approximately 9.379 acres of land. The property is located about 608 feet northwest <br />from the Mohouli Street and Komohana Street intersection in the Waiakea Cane Lots, Waidkea, <br />South Hilo, Hawaii, TMK: (3) 2-4-001:177,185 and 186. <br />PROPOSED ACTION <br />Applicant's Request: The applicant is requesting a State Land Use Boundary <br />Amendment from Agricultural to Urban for 9.379 acres of land, which is the current site <br />of Phases 1 and 2 of the Mohouli Heights Senior Neighborhood Project. (PD Exhibit 1— <br />State Land Use Boundary Amendment (15 -acres or less) Application dated <br />May 3, 2018) <br />2. Reasons for the Request: The applicant is currently requesting a State Land Use <br />Boundary Amendment from Agricultural to Urban for 9.379 acres of land for the existing <br />Phases 1 and 2 of the Mohouli Heights Senior Neighborhood Project, which aims to <br />provide affordable housing and related senior services in South Hilo, made available by <br />Governor's Executive Order No. 4224. Completed in 2014 and occupied since then, <br />Phase 1 of the project consists of 60 -senior housing units. Phase 2 consists of 30 -senior <br />housing units, which were completed in 2017, and the Hilo Adult Day Center facility, <br />which is nearing construction completion. The project was initially separated into four <br />(4) phases for financial reasons. Phase 3 originally consisted of 60 -senior housing units <br />and Phase 4 originally consisted of 32 -senior housing units. However, when financing <br />was awarded for the combined 92 -senior housing units, Phases 3 and 4 were consolidated <br />and referenced as Phase 3, which is currently under construction. <br />
