Poindexter, Council Chair <br />and Members of the County Council <br />County of Hawaii <br />Page 5 <br />An Archeological Inventory Survey (AIS), Archaeological Preservation Plan and <br />Burial Treatment Plan were prepared by the applicant and accepted by SHPD to address <br />archaeological sites in the project area. The applicant's full compliance with provisions <br />stipulated in these plans will be will be added as a condition of approval. <br />Condition No. 12 of LUC Docket No. A00-073 requires the installation of a solar <br />powered siren in a central location as determined by the County of Hawaii and State Civil <br />Defense agencies. The applicant will install the siren as required by these agencies. <br />The applicant submitted an updated Traffic Impact Analysis Report along with their <br />amendment application for the phased development of the WHBP project over 20 years. <br />According to the TZAR, Phase 1 would be complete by 2022 and consist of the <br />development of approximately 356,059 square feet of gross leasable commercial space in <br />48.4 -acre portion of property. To mitigate the traffic caused by this estimated development, <br />the TIAR recommended the extension of Kanalani Street from its current terininus at the <br />northern boundary of Parcel 1 to intersect with a segment of the South Access Road to be <br />built between Queen Ka`ahumanu Highway. Additionally, the TIAR recommended <br />improvements within the Kealakehe/Queen Ka`ahumanu Highway intersection, which <br />were completed as apart of the DOT Queen Ka`ahumanu Highway widening project. <br />Planning Department staff had concerns that the assumption of 356,059 square feet <br />of gross leasable space for commercial uses within the requested 48.4 -acre project area on <br />which the TIAR based its traffic impacts and roadway improvement recommendations for <br />Phase 1, seemed small. Staff was concerned that if the square footage of commercial <br />development increased beyond that amount, then traffic Level of Service may suffer <br />without further mitigation, therefore they suggested capping commercial development <br />within Phase 1 at the represented square footage. In addition, DOT recommended no <br />driveways should be permitted between Queen Ka`ahumanu Highway and the Kanalani <br />Street Extension to prevent traffic queues backing onto the highway. In response to these <br />comments and concerns, the applicant's traffic engineer prepared a Supplemental Traffic <br />Analysis (STA) to assess the amount of commercial development that could be reasonably <br />accommodated within the Phase 1 of the project without requiring significant <br />improvements in the vicinity to mitigate projected traffic operations. <br />
