Poindexter, Council Chair <br />and Members of the County Council <br />County of Hawaii <br />Page 6 <br />The STA found that commercial development could be doubled to approximately <br />711,000 square feet of gross leasable commercial area within the 48.4 -acre Phase 1 project <br />area while still maintaining an acceptable level of service, provided that the following <br />roadway improvements were made: 1) all of the improvements recommended for Phase 1 <br />in the November 2017 TIAR; 2) the construction of the North Access Road between Queen <br />Ka`ahumanu Highway and Kanalani Street; and 3) off-site approach improvements at the <br />intersection of Queen Ka`ahumanu Highway and Kealakehe Parkway (which DOT <br />completed as part of the Queen Ka`ahumanu Highway widening project). The Director is <br />recommending that the 48.4 -acre Initial Project Area (Phase 1) be capped at 711,000 <br />square feet of gross leasable commercial area or its equivalent if industrial land uses are <br />developed under the MCX zoning. In addition, as recommended in the November 2017 <br />TIAR, the Director is recommending that the applicant submit an updated TIAR for review <br />and approval prior to commencement of each subsequent phase of development. <br />The STA also included an analysis of potential traffic queuing issues/concerns <br />caused by driveways within the portions of North Access Road and South Access Road <br />between Queen Ka`ahumanu Highway and Kanalani Street. The STA determined the <br />potential queuing is expected to be minimal, however, it identified improvement <br />recommendations to assure there would be no impacts on DOT facilities. The applicant <br />proposed condition language consistent with these STA recommendations. However, at the <br />time of this writing, the applicant is still coordinating with DOT to obtain comments and <br />agreement on the proposed mitigation recommended by the STA, therefore, instead of <br />including specific mitigation language as a condition of approval, the Director is <br />recommending the condition requiring driveways on the North Access Road and South <br />Access Road between Queen Ka`ahumanu Highway and Kanalam Street meet with the <br />approval of the Department of Public Works in consultation with the Department of <br />Transportation. Thus, if DPW and/or DOT require any mitigation improvements to avoid <br />traffic queuing on the highway, the applicant will be required to implement those <br />improvements. <br />Lastly, this recommendation is made with the understanding that the applicant <br />remains responsible for complying with all other applicable County, State and Federal <br />governinental requirements in connection with the approved use, prior to and during its <br />commencement or establishment upon the subject properties. Additional governmental <br />requirements may include the issuance of building permits, the installation of approved <br />wastewater disposal systems, compliance with the Fire Code, installation of improvements <br />
