To the east, the zoning for those properties are RS-10, which consist of <br /> single-family dwellings. <br /> 10. Flood Zone: On June 26, 2018, the Department of Public Works Engineering Division <br /> commented that they have no objection to the development and administrative time <br /> extensions. However, they wish to remind the applicant that the conversion of the <br /> dwellings into office space must comply with Chapter 27, Floodplain Management and <br /> the flood zone boundaries as depicted by the State of Hawai`i, Department of Land and <br /> Natural Resources, Flood Hazard Assessment Tool (http://gis.Hawai`infip.org/FHAT/). <br /> 11. Lava Hazard Zone: The subject property is in the lava-flow hazard zone three (3), <br /> which the U.S. Geological Survey (USGS) designates as areas less hazardous than zone 2 <br /> because of greater distance from recently active vents and/or because of topography. <br /> One to five percent of zone 3 has been covered since 1800, and 15 to 75 percent has been <br /> covered within the past 750 years. <br /> 12. Air Quality: Emissions from natural and vehicular sources, as well as the volcanic haze <br /> from the Kilauea Volcano, mostly affects the air quality in the subject area. According to <br /> the State Department of Health, the applicant would need to meet the requirements of our <br /> Department of Health Air Pollution Rules, Chapter 60.1, Title 11, State of Hawai`i for <br /> fugitive dust control. <br /> 13. Noise Impacts: Existing noise levels are from traffic and incidental human activity, <br /> wind and foliage. As the project will generate construction traffic and equipment noise, <br /> the applicant will comply with the State Department of Health's noise regulations. <br /> Construction activities will be limited to certain periods of the day. <br /> 14. Flora/Fauna Resources: This amendment request did not include a formal flora and/or <br /> fauna study. Due to previous grading activity, the applicant does not anticipate finding <br /> any endangered or threatened candidate species of flora or fauna on the subject <br /> properties. Further, the applicant stated that these properties are not identified as a <br /> significant botanical or biological habitat. The subject properties are in an urban <br /> environment, which has been in residential use for over 50 years. <br /> -5- <br />
