15. Archaeological/Historical/Native-gathering Rights/Valued Cultural Resources: The <br /> applicant did not commission any archaeological inventory survey and/or cultural <br /> assessments, as the fully improved site is in an existing urban environment. The <br /> properties have been in residential use for over 50 years. Therefore, the applicant <br /> indicated that the protection of traditional and customary native Hawaiian rights in the <br /> area does not apply. There are no known archaeological features on the subject site. On <br /> June 8, 2018, the State Historic Preservation Division (DLNR-SHPD) provided a"no <br /> historic properties affected" determination based on several factors, and that the permit <br /> issuance may proceed. <br /> 16. Public Access: The applicant indicated there is no public access to the mountains nor to <br /> the shoreline that runs through the subject properties. <br /> 17. Traffic: The Zoning Code concurrency section requires a Traffic Impact Analysis <br /> Report (TIAR) whenever a proposed development will generate over 50 peak hour trips. <br /> The applicant indicated that the Institute of Traffic Engineering manual states that the <br /> AM/PM trip generation for office use is 1.49 trips per 1,000 square feet. Thus, for a <br /> maximum of 3,000-square foot office building, the projected movements would be 4.47 <br /> or less than five (5) movements, which does not trigger the TIAR threshold. Ofthe <br /> projected maximum of five (5) AM/PM movements, at least two (2) or three (3) <br /> movements would be right-turn movements, which would not significantly impede traffic <br /> along Kilauea Avenue. The applicant indicated that Kilauea Avenue is wide enough to <br /> allow for through vehicles to navigate to the right of the few left-turning vehicles. In <br /> order to address the potential traffic impacts of a more intensive land use, the applicant is <br /> willing to accept a condition that requires a TIAR, as this would be similar to other <br /> commercially zoned projects. Existing Condition No. 7 of Ordinance No. 06 47 requires <br /> that the applicant shall also install street lights and traffic control devices as required by <br /> the Traffic Division, Department of Public Works. This condition will remain. <br /> 18. Streams and Other Waterways: There are no known streams that traverse the subject <br /> properties. The nearest stream is the intermittent Wailoa River, which is about 250 feet <br /> east of the subject properties and flows in a northerly direction towards the Waiakea Fish <br /> -6- <br />
