The Department of Public Works commented that <br /> during the 2000 storm, the open ditch fronting the subject property on Haihai Street over <br /> topped. DPW recommends that a licensed engineer design for the deepening of the entire <br /> length of the ditch, which will also account for the culvert road crossing for the <br /> subdivision and that the applicant be responsible for the design and construction of these <br /> improvements. Additionally, DPW recommends the applicant provide improvements on <br /> Haihai Street up to the existing property line, which shall include but not be limited to, <br /> providing engineered closed drainage system to replace the open channel and paved <br /> shoulders and swales. <br /> 12. Coastal Hazards: The subject property is located approximately four miles from the <br /> shoreline, is not an oceanfront parcel, and will not affect, or be affected by shoreline <br /> processes. <br /> 13. Flora/Fauna: No professional surveys were conducted of the site. The property has <br /> been previously cleared and is overgrown with non-native plants and other invasive <br /> species. The property is located in an urban setting in an area dominated by single-family <br /> residential uses. The applicant does not believe that rare or endangered floral or faunal <br /> resources are on the site. The site and general area are not known to be a habitat for any <br /> rare or endangered animals. Given its elevation, it could be possible to find the Hawaiian <br /> Hawk (I`o) and the Hawaiian Owl (Pueo). <br /> 14. ArchaeologicaUHistorical Resources: An Archaeological Inventory Survey (AIS) was <br /> conducted of the site in 2015. By letter dated January 11, 2018 responding to a request <br /> for a grading permit application, the DLNR-SHPD determined that no historic properties <br /> would be affected. Additionally, the applicant has stated that should any inadvertent <br /> discoveries be made during any land disturbance activity relating to this project, work <br /> will cease and the applicant will immediately notify the Planning Department and the <br /> State DLNR-SHPD and secure their clearance before proceeding. <br /> 15. Cultural or Native Gathering Rights: According to the applicant, it is not known <br /> whether the subject property or immediate surrounding area have been used in the recent <br /> past for the gathering of plants by Native Hawaiians.
