recreational and marine resources, nor have anyimpacts on beach <br /> protection. <br /> Relative to the Coastal Ecosystems, impacts should be negligible, if <br /> at all, as mentioned above the site is located over three and a half <br /> (3.5) miles from the ocean: Despite the distance, the nature of the <br /> project (Residential) and the construction of thirty (30) additional <br /> private wastewater systems should not potentially or poorly impact the <br /> said coastal ecosystem. <br /> Because of its distance from the shoreline, the site should not be <br /> subject to coastal hazards. Relative to the managing development <br /> objective, this function is more applicable to the "authority" or <br /> approving agencies. However, it is noted that the request would <br /> operate and be constructed within the scope of the Zoning Code. The <br /> subject site would be zoned.RS-15 and the requested use and <br /> design/parameters (parking, height, setback, etc.) would be consistent <br /> with said zoning. In that regard, the project would be consistent with <br /> this policy. <br /> The proposed improvements will not impact to the area's historic <br /> resources, the previous owner of the subject property conducted and <br /> Archeological Inventory Survey in December of 2015. Subsequently <br /> the applicant applied for a grading and grubbing permit which the, <br /> State Historic Preservation Division reviewed and determined that that <br /> no historic properties would be affected (Exhibit A). In the event that <br /> any archaeological features are found during any earth disturbance <br /> activity, work will stop within the affected area and appropriate <br /> clearances from the State DLNR-HPD and County Planning <br /> Department will be secured before resuming any further. If needed, an <br /> archaeological monitoring program can be instituted during any land <br /> clearing activity. <br /> The proposed action will eventually involve the construction of <br /> improvements (particularly roadways and dwelling units) in an urban <br /> setting. Accordingly, there is a potential visual impact to the area's <br /> scenic and open space resources. However, due to the topography <br /> of the subject parcel and the existing urban density surrounding the <br /> subject site, any impact would be minimal. In such regard, the <br /> proposed subdivision would be cohesive with the surrounding <br /> community. <br /> Further, the proposed action will result in creating residential lots in <br /> this area, which would provide additional opportunities for housing.
