Chung, Council Chair <br /> and Members of the County Council <br /> County of Hawai`i <br /> Page 3 <br /> 0 Areas shall have basic improvements and amenities necessary for immediate use. <br /> The requested change of zone conforms to the General Plan Land Use Pattern <br /> Allocation Guide (LUPAG) Map. The Land Use Pattern Allocation Guide (LUPAG) <br /> Map component of the General Plan is a representation of the document's goals and <br /> policies to guide the coordinated growth and development of the County. It reflects a <br /> graphic depiction of the physical relationship among the various land uses. The LUPAG <br /> Map establishes the basic urban and non-urban form for areas within the County. The <br /> property is designated Low Density Urban, which reflects single-family residential uses in <br /> the area. <br /> The property is a roughly triangular in shape and is 12.728 acres in size and is <br /> located on the south side of Haihai Street, across from Lei Lehua Street. The property was <br /> part of a subdivision in 2018 (SUB 18-01791), which subdivided TMK: 2-4-039:025 into <br /> two (2)parcels, including the subject parcel. The intersection of Haihai Street and Ainaola <br /> Drive is approximately 930 feet to the east. The subject property is currently vacant of uses <br /> and structures. The property has been previously cleared and is overgrown with non-native <br /> plants and other invasive species. Although ohana dwellings are permitted in the County's <br /> Residential zoned district, a condition will be included to incorporate restrictive covenants <br /> in the deed of all lots to prohibit ohana dwellings on the lots. <br /> The applicant's proposal to subdivide the property into thirty lots is consistent with <br /> the Low Density Urban designation. This designation reflects the existing low-density <br /> residential development in this area of Waiakea Uka. The area is predominantly urban and <br /> residential in character with some agricultural lots. Properties to the northwest and west <br /> are zoned Single-Family Residential (RS-10 &RS-15). Properties to the north and east are <br /> zoned Agricultural (A-3a&A-la). Properties to the south are zoned Single-Family <br /> Residential (RS-10) and Agricultural (A-3a &A-la). The majority of the area is within the <br /> State Land Use Urban district, including the subject property. The proposed change of <br /> zone would complement the existing land uses in this area and will provide for an orderly <br /> development of the area. <br /> All utilities and services are available to the site. The proposed lots will have <br /> access from Haihai Street, which is a County roadway with a 24-foot wide pavement with <br /> three (3) to four(4)-foot-wide shoulders within a 60-foot right-of-way. The access from <br /> Haihai will connect and create the Kikala Street extension as well as the Ho`olala <br />
