Ho`olala Street will also be extended creating the main ingress and egress <br /> points to the subdivision. There will be two (2) cul-de-sacs built within the subdivision to <br /> access various lots. All newly created roadways will be constructed to County dedicable <br /> standards, except for one (1) cul-de-sac, which will be a private road. The Department of <br /> Public Works recommended the following: <br /> During the 2000 stone, the open ditch fronting the property on Haihai over topped. <br /> Therefore, we recommend that a licensed engineer design for the deepening of the <br /> entire length of the ditch which also account for the culvert road crossing for the <br /> subdivision. The applicant shall be responsible for the design and construction. <br /> The Planning Department will add this condition as well as other standard <br /> conditions that the applicant comply with the requirements of the Department of Public <br /> Works for the interior roadways and any other roadway improvements, including the <br /> installation of street lights and traffic control devices that may be required. <br /> According to the Department of Water Supply, water can be made available from <br /> the end of an existing 8-inch waterline within Haihai Street or the end of an existing 6-inch <br /> waterline within Ho`olala Street fronting the subject parcel. The applicant proposes to use <br /> septic systems, meeting with the approval of the State Department of Health. Solid waste <br /> will be handled by commercial haulers or individual homeowners into authorized landfill <br /> sites or transfer stations. Electricity and telephone services are available to the site. The <br /> nearest fire station is located on Haihai Street approximately one mile from the site. The <br /> police station is located in downtown Hilo, approximately three miles from the property. <br /> Public schools are located less than three miles from the site. <br /> The property is mainly located within the Flood Zone "X", which is an area outside <br /> of the 500-year flood plain. There is a small portion within the Flood Zone "AO", which is <br /> the special flood hazard area that corresponds to the areas of one-hundred-year shallow <br /> flooding (usually sheet flow on sloping terrain) where average depths are between one to <br /> three feet. The Department of Public Works commented that during the 2000 storm, the <br /> open ditch fronting the subject property on Haihai Street over topped. DPW recommends <br /> that a licensed engineer design for the deepening of the entire length of the ditch, which <br /> will also account for the culvert road crossing for the subdivision and that the applicant be <br /> responsible for the design and construction of these improvements. A condition of <br />
