Chung, Council Chair <br /> and Members of the County Council <br /> Page 5 <br /> According to the Department of Water Supply(DWS), the subject property is <br /> currently served by a 5/8-inch County water meter, limited to an average of 400 gallons per <br /> day. Water can be made available from an existing 6-inch waterline with Nalani Street <br /> fronting the subject parcel. DWS confirmed receipt of the required water commitment <br /> payment for one(1) additional unit of water on October 5, 2018. The applicant will be <br /> required to maintain the required water commitment, complete water systems <br /> improvements, remit facilities charges and convey water system improvements to the <br /> County of Hawai`i Water Board prior to additional water meter service being granted. <br /> The subject parcel is not served by the County sewer system. According to the <br /> applicant, a new septic tank system, approved by the Department of Health, will be <br /> installed for each new dwelling. Solid waste will be taken to the South Hilo Sanitary <br /> Landfill by the individual lot owners or a private hauling service. Electricity, telephone and <br /> cable services are available to the site. Police, Fire and medical services are available in <br /> Hilo. <br /> The property has no severe geological or topographical problems which cannot be <br /> rectified, or which would render the land unusable. The subject parcel is in an area <br /> designated as Zone X on the Flood Insurance Rate Map (FIRM)by the Federal Emergency <br /> Management Agency(FEMA). Zone X is an area outside of the 500-year flood plain. All <br /> development generated storm run-off shall be disposed of on-site and not allowed onto <br /> adjacent properties or roadways. Conditions will be included to address the Department of <br /> Water Supply and Department of Public Works comments. <br /> The request is not contrary to Chapter 205A, Hawaii Revised Statutes, <br /> relating to Coastal Zone Management. The property is not located in the Special <br /> Management Area. The project site is located about 2.5 miles from the nearest shoreline <br /> and will not be impacted by coastal hazard and beach erosion. There is no record of a <br /> designated public access to the shoreline or mountain areas that traverses the property. No <br /> professional archaeological studies were completed for the subject property as it has been <br /> cleared and used for residential purposes since 1959. A copy of this rezone application was <br /> sent to SHPD as part of this application process. As of the time of this writing, the <br /> Planning Department has not received a response. <br />
