The proposed change of zone would complement the existing <br />commercial land uses that already exist in this area and will provide for an orderly <br />development of the area. <br />The property is 22,500 square feet in size and is rectangular in shape. The property <br />is located at 663 Manono Street in the Waiakea House Lots. The parcel was formerly used <br />for a single-family residence that has since been demolished and the site has been cleared <br />and graded. The property is currently vacant of any structures or improvements. <br />The land uses in the area are a mix of residential and commercial uses. The Manono <br />Street Marketplace is located adjacent to the property to the south, which is zoned CN -20. <br />Rezonings in the area from Single -Family Residential (RS) to Neighborhood Commercial <br />(CN) include properties to the north and south, and other properties to the northwest across <br />Manono Street and to the southeast. Businesses include the Manono Street Marketplace, <br />Big Island Candies, Atebarra Chips, Kilauea Kreations II, and others. <br />The proposed parking lot is intended for tenant employees and overflow parking for <br />customers of the Manono Street Marketplace adjacent to the south of the subject property. <br />While the Zoning Code does not explicitly permit stand-alone parking lots within the CN <br />District the Director considers the proposed parking lot use accessory to the Manono <br />Marketplace retail establishment use and therefore, the parking lot use shall also be <br />permitted per Section 25-5-102 (b), Hawaii County Code. In order to ensure that the <br />parking lot use is accessory to the adjacent retail use, the Director is recommending <br />consolidation of the subject parcel with the Manono Marketplace parcel <br />(TMK: 2-2-034:085) prior to securing Final Plan Approval for construction of the parking <br />lot. <br />All utilities and services are available to the site. Access to the project site will <br />be from Manono Street, which is a County owned and maintained roadway with 22 feet of <br />pavement within an existing right-of-way width of 50 feet fronting the subject property. <br />The City of Hilo roadway map identifies Manono Street as a major collector road with a <br />minimum required right-of-way width of 60 feet. The Department of Public Works (DPW) <br />recommends that the applicant provide improvements to the property's entire Manono <br />Street frontage consisting of, but not limited to, pavement widening with concrete curb, <br />gutter and sidewalk, drainage improvements, and any required utility relocation meeting <br />with the requirements of the Americans With Disabilities Act and the approval of DPW. <br />Additionally, DPW recommends that the applicant design, purchase, and install streetlights <br />
