The <br />improvements shall be located within any future road widening setback as may be <br />established by the Planning Department. The preceding are proposed as conditions of this <br />favorable recommendation. <br />While county sewer and water are available from within Manono Street fronting the <br />subject property, the applicant is not proposing to utilize either utility for its proposed <br />parking lot project. The Director is recommending conditions requiring connection to these <br />utilities should the applicant initiate a commercial use that requires water or wastewater <br />service. <br />The property has no severe geological or topographical problems which cannot be <br />rectified, or which would render the land unusable. The project site is located within Zone <br />"X", area determined to be outside the 500 -year floodplain. All development generated <br />storm run-off shall be disposed of on-site and not allowed onto adjacent properties or <br />roadways. <br />No professional floral or faunal surveys were conducted of the site due to the <br />history of the property being used for residential and commercial purposes. By letter dated <br />January 11, 2018 responding to a request for a grading permit application, the DLNR- <br />SHPD determined that no historic properties would be affected. <br />The request is not contrary to Chapter 205A, Hawaii Revised Statues, <br />relating to Coastal Zone Management. The project site is not proximate to the shoreline <br />and is situated outside of the SMA. There is no record of any designated public access to <br />the shoreline or mountain areas that traverses the site. According to the applicant, no <br />valued cultural, historical or natural resources exist on the properties and there is no <br />evidence of any traditional and customary Native Hawaiian rights being practiced on the <br />site. Thus, it is not anticipated that the proposed request will have any adverse impact on <br />cultural or historical resources in the area. Therefore, no action is necessary to protect these <br />rights. <br />Lastly, this approval is made with the understanding that the applicant remains <br />responsible for complying with all other applicable governmental requirements in <br />connection with the approved use, prior to its commencement or establishment upon the <br />subject property. Additional governmental requirements may include the issuance of <br />building permits, the installation of approved wastewater disposal systems, compliance <br />
