REPORT OF THE <br /> COMMITTEE ON FINANCE <br /> DATE: January 22, 2019 Re: Comm. No. 52/Bill No. 12 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 10:33 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance, to which was referred Bill No. 12, reports as follows: <br /> Bill No. 12, transmitted by Finance Director Deanna Sako, via Communication No. 52 dated <br /> January 3, 2019, amends Ordinance No. 18-68, as amended, the Operating Budget for the County of <br /> Hawai`i for the fiscal year ending June 30, 2019. <br /> This bill appropriates revenues in the Contribution from Private Source account($170,355); and <br /> appropriates the same to the 2018 Lava Disaster Relief-Private account. Funds would be used to help <br /> offset costs incurred relating to the 2018 lava disaster in the lower Puna region. <br /> Council Member Susan L. K. Lee Loy questioned, if the funds were to be in a different account, <br /> whether Council Member Matt Kaneali`i-Kleinfelder and Council Member Ashley Kierkiewicz <br /> would be able to use and apply funds to the community a little quicker. Ms. Lee Loy suggested <br /> Mr. Kaneali`i-Kleinfelder and Ms. Kierkiewicz meet with the Mayor to see if it would be possible to <br /> have a contingency fund account where the funds could be held, and through said account, be able to get <br /> the funds out to the communities quicker. <br /> Mr. Kaneali`i-Kleinfelder agreed with being able to utilize funds to make some headway in this area. <br /> Ms. Kierkiewicz agreed and is intrigued with the idea that some off the money could be allocated to <br /> their contingency fund, so they could begin working directly with their communities. <br /> Council Member Herbert M.
