Division upheld their original recommendation restricting driveway access on West <br /> Lanikaula Street to right in/right out movements. <br /> UTILITIES AND SERVICES <br /> 16. Access: The subject parcel is currently accessed via three (3) driveways to existing <br /> dwellings from West Lanikaula Street and one (1) driveway to an existing dwelling from <br /> Kino`ole Street. Both West Lanikaula Street and Kino`ole Street are two-lane, paved <br /> County roadways with curb, gutter and sidewalk improvements fronting the subject <br /> parcel, all within a 60-foot wide right-of-way. Additionally, there is a signalized <br /> intersection, complete with dedicated left turn lanes fronting the subject site. The <br /> applicant is proposing two (2) full-movement accesses, one from Kino`ole Street Street <br /> and the other from West Lanikaula Street positioned furthest from the intersection. There <br /> will also be a drive through ATM, with ingress from West Lanikaula Street and egress at <br /> Kino`ole Street. Based on the proposed zoning, the Department of Public Works (DPW) <br /> recommends that the applicant provide improvements to the subject property's entire <br /> Kino`ole and West Lanikaula Streets frontage consisting of a"full width" concrete <br /> sidewalk of ten(10) foot width meeting the requirement of the Americans with <br /> Disabilities Act and the approval of the Department of Public Works. The driveway <br /> connections shall also conform to Chapter 22, County Streets, of the Hawai`i County <br /> Code. Additionally, based on concerns with cars trying to turn left into the West <br /> Lanikaula Street driveway, especially considering the proximity of the driveway to the <br /> intersection in a heavy traffic area, DPW-Traffic Division recommends restricting access <br /> on West Lanikaula Street to right in/right out movements to prevent queuing to the <br /> intersection. Finally, DPW recommends that the applicant install streetlights and traffic <br /> control devices as may be required by the Traffic Division, Department of Public Works. <br /> The applicant shall be responsible for the design,purchase, and installation of such <br /> devices. <br /> 17. Water: County water is available from an existing 8-inch waterline within Kino`ole <br /> Street and Lanikaula Street which front the subject parcel. The 8-inch waterline is <br /> -5- <br />
