affected by the proposed rezoning since the project area has been full impacted by urban <br /> development. <br /> 14. Public Access: There is no public access to the mountains or the shoreline that traverses <br /> the property. <br /> 15. Traffic: According to the applicant, the proposed bank use is anticipated to generate <br /> approximately 31 entering and 22 exiting new trips in the A.M. peak hour and 82 <br /> entering and 82 exiting new trips in the P.M. peak hour. Based on the preceeding and in <br /> accordance with the Zoning Code's concurrency requirement, the applicant prepared a <br /> Traffic Impact Analysis Report(TIAR) included with the application as Exhibit B of <br /> their application. The TIAR studied and evaluated the project's traffic impact at three (3) <br /> intersections: West Lanikaula Street and Kino`ole Street; West Lanikaula Street and <br /> Kilauea Avenue; and East Lanikaula Street and Mamalahoa Highway(Kanoelehua <br /> Avenue). The TIAR found that with or without the proposed project and based on a five <br /> (5) and ten(10) year projection (2023 and 2028), the overall intersection Level of Service <br /> (LOS) would continue to be"C" at the Kino`ole Street/West Lanikaula Street <br /> intersection, and LOS C and D, at the Kilauea Avenue/West Lanikaula Street <br /> intersection. The LOS, however, for westbound movements on West Lanikaula Street at <br /> Kilauea Avenue (the through and right turn lane) would move from"D"to "E" during the <br /> PM peak hours. At the Mamalahoa Highway, the LOS would continue to be unchanged at <br /> "F."As stated below, DPW-Traffic Division recommended restricting driveway access <br /> on West Lanikaula Street to right in/right out movements. In response, the applicant's <br /> traffic engineer provided analysis indicating that incidence of left-hand turns into the <br /> property and traffic queuing would be minimal, and therefore restricting movements at <br /> that driveway would be an excessive/unnecessary treatment. Despite this analysis, DPW- <br /> Traffic Division reiterated their concerns about vehicle queuing to the intersection, citing <br /> Traffic Division observations of higher congestion along that roadway at certain times <br /> (PM peak hours and lunchtime), which may not be captured by assumptions based in part <br /> on national data found in the Trip Generation Handbook.
