The TIAR studied <br /> and evaluated the project's traffic impact at three(3) intersections: West Lanikaula and <br /> Kino`ole Streets; West Lanikaula Street and Kilauea Avenue; and East Lanikaula Street and <br /> Mamalahoa Highway. The TIAR found that with or without the proposed project and based on <br /> a five(5)and ten(10)year projection(2023 and 2028),the overall intersection Level of Service <br /> (LOS)would continue to be"C" at the Kino`ole Street/West Lanikaula Street intersection, and <br /> LOS C and D, at the Kilauea Avenue/West Lanikaula Street intersection. The LOS, however, <br /> for westbound movements on West Lanikaula Street at Kilauea Avenue(the through and right <br /> turn lane)would move from"D"to "E"during the PM peak hours. At the Mamalahoa <br /> Highway,the LOS would continue to be unchanged at"F." <br /> DPW-Traffic Division recommended restricting driveway access on West Lanikaula <br /> Street to right in/right out movements. In response,the applicant's traffic engineer provided <br /> analysis indicating that incidence of left hand turns into the property from West Lanikaula <br /> Street and associated traffic queuing would be minimal, and therefore restricting movements at <br /> that driveway would be an excessive/unnecessary treatment. <br /> Despite this analysis, DPW-Traffic Division reiterated their concerns about vehicle <br /> queuing to the intersection, citing observations of higher congestion along that roadway at <br /> certain times (PM peak hours and lunchtime), which may not be captured by assumptions based <br /> in part on national data found in the Trip Generation Handbook. Therefore, DPW-Traffic <br /> Division upheld their original recommendation restricting driveway access from West <br /> Lanikaula Street to right in/right out movements. The Planning Director generally defers to <br /> DPW-Traffic Division's expertise on traffic related issues on county roadways, therefore, the <br /> restriction of driveway access from West Lanikaula Street to right in/right out movements will <br /> be added as a condition of approval. <br /> The project site has no severe geological or topographical problems which cannot be <br /> properly rectified, or which would render the land unusable. The property is located in flood <br /> zone"X"which is an area determined by FEMA to be outside the 500-year flood plain. <br /> County water is available from an existing from an existing 8-inch waterline within <br /> Kino`ole Street and Lanikaula Street which front the subject parcel. The 8-inch waterline is <br /> capable of providing the required pressure of 2,000 gallons per minute of water flow for fire <br /> protection for commercial zoning. The Department of Water Supply(DWS)will determine the <br /> appropriate water commitment deposit, prevailing facilities charge, and appropriate service <br /> lateral meter size required once the applicant provides estimated maximum daily water usage <br /> calculations for the proposed commercial land use. The DWS also recommends a reduced <br /> pressure type backflow prevention assembly be installed. The preceding will be added as <br /> conditions of approval. <br />
