Chung, Council Chair <br /> and Members of the County Council <br /> County of Hawai`i <br /> Page 4 <br /> letter of opposition from the owner of parcel 2-2-024:031, which is situated directly adjacent to <br /> the north of the subject property. The owner objected to the noise and air pollution caused by <br /> cars accessing the bank parking lot and drive up bank teller service. Additionally,the lot owner <br /> is in the process of selling the lot with the expectation of the buyer that he was purchasing a lot <br /> in a quiet, residential neighborhood. In response, the applicant proposed the installation of <br /> privacy fencing and landscaping along the shared boundary to mitigate noise and visual <br /> impacts. The preceding will be added as a condition of approval. <br /> The subject parcel consists of three(3)separate lots of record (Lot 17, Lot 18 and Grant <br /> 9646). The applicant plans to construct the proposed bank office building and related <br /> improvements across these lot lines. As such, the Director finds it prudent to require <br /> consolidation of the three(3) lots into one(1). The preceding will be added as a condition of <br /> approval. <br /> The applicant will provide basic infrastructure needed to support commercial uses such <br /> as County potable water, connection to the County sewer system, sidewalk improvements along <br /> West Lanikaula and Kino`ole Streets, and electrical service. Thus,the applicant's request is <br /> consistent with surrounding land uses and zoning and the goals, policies and standards of the <br /> General Plan. <br /> All essential utilities and services are available to the site. Proposed access to the <br /> subject parcel is via two (2) full-movement driveways from West Lanikaula Street and Kino`ole <br /> Street positioned as far from the intersection as possible. Both West Lanikaula Street and <br /> Kino`ole Street are two-lane, paved County roadways with curb, gutter and sidewalk <br /> improvements fronting the subject parcel, all within a 60-foot wide right-of-way. Additionally, <br /> there is a signalized intersection, complete with dedicated left-turn lanes fronting the subject <br /> site. Based on the proposed zoning, the Department of Public Works (DPW)recommends that <br /> the applicant provide improvements to the subject property's entire Kino`ole and West <br /> Lanikaula Streets frontage consisting of a"full width" concrete sidewalk of ten(10) foot width <br /> meeting the requirement of the Americans with Disabilities Act and the approval of DPW. <br /> DPW further recommends that the applicant install streetlights and traffic control devices as <br /> may be required by the Traffic Division, Department of Public Works. The applicant shall be <br /> responsible for the design, purchase, and installation of such devices. Finally, DPW requires <br /> driveway connections shall also conform to Chapter 22, County Streets, of the Hawai`i County <br /> Code. <br /> The proposed bank use is anticipated to generate approximately 31 entering and 22 <br /> exiting new trips in the A.M. peak hour and 82 entering and 82 exiting new trips in the P.M. <br /> peak hour.
