As such, the proposed subdivision would result in the <br /> extension of Lalei Place to Hane Street, making it possible for an eventual loop <br /> connection to the Mamalahoa Highway. The Department of Public Works, Engineering <br /> Division, supports the applicant's proposal to construct a County dedicable street <br /> connection between Lalei Place and Hane Street, which are both existing County streets, <br /> siting conformance to the Kona CDP's connectivity standards. DPW also stated that the <br /> proposed street alignment and lot line configuration does not appear to afford adequate <br /> driveway approach sight distance for the mauka lots (inside the curve). DPW offered <br /> mitigation alternatives for the non-conforming sight distance with the proposed <br /> alignment, including reconfiguring the lot lines (DPW provided a suggested lot <br /> reconfiguration), maximizing sight distance in the selection of the approach locations, <br /> implementing access controls with no-vehicular-access easements, sight distance <br /> easements over the adjacent lots with maintenance required or allowed (or both) by deed <br /> covenant and traffic calming measures. Finally, DPW suggested that providing flexibility <br /> in minimum lot size would allow for a flatter alignment and incorporating a portion of the <br /> government road reserve may also help/be necessary to tie in tangent to existing Hane <br /> Street. <br /> 19. Water: According to the Department of Water Supply, County water can be made <br /> available from an existing 6-inch waterline within Lalei Street which crosses through the <br /> subject parcel. <br /> 20. Wastewater: As there is no municipal sewer system in the area, wastewater is disposed <br /> of by individual wastewater(septic) systems meeting the requirements of the Department <br /> of Health. <br /> 21. Solid Waste: According to the applicant, solid waste will be handled through <br /> commercial haulers or the individual homeowners into authorized landfill sites or transfer <br /> stations. <br /> 22. Essential Utilities and Services: All essential utilities such as telephone, cable, and <br /> electrical services are available to the site. Police, fire and medical services are available <br /> nearby. <br /> -4- <br />
