Construction of[approximately 100,000 square feet of the proposed medical office <br /> park and approximately 100,000 square feet of the commercial center] any <br /> commercial and residential component of the Wailani Project District shall <br /> commence within five (5) years of the effective date of the amended Project District <br /> Ordinance and shall be completed within five (5) years from the construction <br /> commencement date. [Construction of an extension of Ponahawai Street from <br /> Komohana Street to Mohouli Street and related intersection improvements shall <br /> commence within five(5)years of the effective date of the Project District <br /> Ordinance, and shall be completed within ten (10)years of the effective date of the <br /> Project District Ordinance. Said <br /> right-of-way shall be dedicated at no cost to the County no later than completion of <br /> improvements within that portion of the right-of-way, or earlier without <br /> improvements, upon request by the County." <br /> "P. The Ponahawai Street extension and related intersection improvements shall be <br /> constructed by the applicant, successors, or assigns in two stages. Construction of the <br /> first stage shall commence within five(5)years of the effective date of the amended <br /> Project District Ordinance, and shall be completed within ten (10)years of the <br /> effective date of the amended Project District Ordinance. Completion of construction <br /> may be assured by a sufficient surety bond, meeting with the approval of the County <br />
