Construction of the first stage shall include constructing the entire length <br /> of the Ponahawai Street extension with paved shoulders and paved swales for the <br /> entire width of eighty(80) feet, meeting with the approval of the Department of <br /> Public Works. Construction on the second stage shall include constructing the entire <br /> length of the Ponahawai Street extension with concrete curbs, gutters, sidewalks and <br /> drainage improvements, as required by the Department of Public Works. The second <br /> stage improvements shall be completed prior to issuance of a Certificate of <br /> Occupancy for any adjacent commercial or multiple-family development or prior to <br /> Final Subdivision Approval for any adjacent subdivision that creates single-family <br /> residential lots (not bulk lot subdivision)." <br /> Applicant's Requested Amendment of Condition Q <br /> Condition Q: <br /> No single family residential lot[s] shall have direct access from either Komohana Street or <br /> Mohouli Street, [exclusive of permitted lots]. Commercial and/or multiple-family residential <br /> projects may have direct access from either Komohana Street, Mohouli Street, or Ponahawai <br /> Street, subject to the approval of the Department of Public Works in consultation with the <br /> Planning Director, with any applicable off-site improvements or movement restrictions. The <br /> location of any permitted road lots shall be determined by the Department of Public Works <br /> in consultation with the Planning Director. Further, no single-family residential lots shall <br /> have direct access from the Ponahawai Street Extension and other proposed arterial streets. <br /> Applicant's Reasons for Amending Condition Q <br /> The applicant requests to amend Condition Q in order to allow direct access to Komohana <br /> Street and Mohouli Street from any commercial or multiple-family development in the <br /> WPD. The current condition prohibits any lots from having direct access to Komohana or <br /> Mohouli.Streets. Further, no single-family residential lots can have any direct access to <br /> Ponahawai Street. While the need for controlled access is understandable, the applicant <br /> believes that for commercial and multiple-family residential developments, accesses are <br /> important for the success of a project as well as the potential to enhance traffic circulation. <br /> The applicant thus requests the option to allow commercial and multiple-family residential <br /> uses to have direct access to all streets, subject to any restrictions required by the Department <br /> of Public Works to address safety and other traffic issues. A possible restriction could be <br /> right-in, right-out movements only. <br />
