with the Water Board,before a water commitment for the project can be effected. The <br /> agreement will establish the scope of water system improvements required to serve the <br /> project, allocation of water to the project,duration of water commitments, timeline for <br /> completion, and payment of applicable facilities charges. According to DWS standards, <br /> interior waterlines serving the commercially-zoned areas must meet the minimum fire <br /> protection flow of 2,000 gallons per minute (gpm) at 20 psi residual pressure. Minimum <br /> fire protection flow is 1,500 gpm for multiple-family residential uses, and 1,000 gpm and <br /> 500 gpm for the small lot and large lot single-family residential uses, respectively. <br /> 23. Wastewater: The property is located in close proximity to the County sewer lines along <br /> Punahele Street to the north and at Komohana Street at Kukuau Street near the Sunrise <br /> Ridge Subdivision. The State Department of Health requires that all wastewater <br /> generated from the development be disposed into the County sewer system. When the <br /> zoning was originally approved in 2010, the applicant estimated the project would <br /> generate an average of approximately 299,000 gallons per day of wastewater flow. The <br /> existing Punahele Street sewer line is capable of handling some of the wastewater flows <br /> from the proposed development, however; additional improvements will be needed to <br /> Connect the entire project to the County sewer system. The applicant proposes three <br /> options for connecting to the County sewer system. The first option is to provide an <br /> approximately 1,690 linear foot sewer extension from the Punahele St—Komohana St <br /> intersection to the Ponahawai St—Komohana St intersection. This alignment provides the <br /> shortest route to the existing County sewer system but will likely require burying the new <br /> sewer pipe 30+ feet under the road surface due to the topography near the Komohana St- <br /> Pu'u Honu Place intersection. The second option is to provide a lift station(s) to pump <br /> sewer from the lower elevation into the Punahele St sewer line via Waipuna Place. The <br /> third option is to provide a new sewer line, approximately 5,260 linear feet in length, <br /> from the Keawe Street intersection up Ponahawai Street to the development. This <br /> alignment is more than three times the length of the first option but may be less expensive <br /> because the sewer line will be running in a shallow trench. According to the applicant, <br /> the Department of Environmental Management, Wastewater Division prefers the third <br /> -11- <br />
