Solid Waste: Solid waste will be disposed of by private hauling contractors or <br /> individuals to approved transfer stations, the Hilo landfill site or the Pu'uanahulu landfill <br /> site when the Hilo landfill has reached capacity. The applicant estimates that the original <br /> proposed project at build out will generate approximately 10,000 pounds of solid waste <br /> per day. A Solid Waste Management Plan, approved by the Department of <br /> Environmental Management, will be implemented by the applicant to handle solid waste <br /> during construction and operation of the development. Programs for recycling and re-use <br /> will also be encouraged. <br /> 25. Drainage: The Alenaio Stream and a second drainage way referred to as North Alenaio <br /> Stream traverse the property in a mauka-makai direction. Both of these drainage ways are <br /> shown as flood plains on the FEMA FIRM map and convey storm water under Komohana <br /> Street and toward Hilo Bay. The Alenaio Stream's 100-year storm water flow was <br /> • <br /> estimated in 1990 by the U.S:Army Corps of Engineers to be 7,000 cubic feet per second <br /> (cfs). The 100-year storm water flow within the North Alenaio Stream drainage way was <br /> estimated to be 400 cfs. Presently, off site storm water runoff generated mauka of the <br /> Mohouli Street Extension is directed through culverts into the Alenaio Stream drainage <br /> channel and crosses the subject properties. Additional runoff from existing residential <br /> areas to the north enter the subject properties through a concrete lined open channel <br /> nearby and parallel to Omao Road. Previous studies indicate that approximately 250 cfs <br /> flows from the Omao Road channel. <br /> Storm runoff generated from the project site will be managed by roadside gutters, swales, <br /> culverts, storm drainpipes, open ditches and drywells. The development will comply <br /> with Hawai`i County Code drainage requirements by retaining any increase in runoff due <br /> to the development on-site,based on a 10-year storm design. Regulatory requirements for <br /> improvements to the Alenaio Stream drainage way may include,but are not limited to <br /> obtaining a Stream Channel Alteration Permit from the State Commission on Water <br /> Resource Management, obtaining a Department of the Army Section 404 Permit from the <br /> -12- <br />
