These <br /> recommendations were made after the review of all eligible applications provided by the <br /> Department of Finance. <br /> On January 31, 2019, one hundred sixty (160) applications were received by the Department of <br /> Finance. Six (6) applications were determined ineligible because their application packet was <br /> incomplete or did not meet the deadline. Two (2) applications were withdrawn. Requests <br /> totaled $4,289,207.00. In 2018, there were one hundred eighty(180) eligible applications with <br /> requests totaling $5,638,434.00 for which the Council appropriated $1,500,000. The preliminary <br /> budget appropriation for fiscal year 2019-2020 is $1,500,000. <br /> On February 11, 2019, in compliance with Chapter 2, Article 25 of the Hawai'i County Code, <br /> one hundred sixty(160) eligible applications for fiscal year 2019-2020 were transmitted by the <br /> Department of Finance to the council members for review and appropriation of funds. <br /> On February 19, 2019, at a meeting of the Finance Committee, an ad hoc committee was formed <br /> for the purposes of application review, applicant interviews and award recommendations. <br /> Members of the Ad Hoc Committee were Maile David, Chair, Sue Lee Loy, Vice Chair, and <br /> Councilmembers Matt Kaneali`i-Kleinfelder and Rebecca Villegas. The first meeting of the Ad <br /> Hoc Committee was held on February 19, 2019 at 4:00 p.m. <br /> On March 14th, 15th, 18th and 19th, 2019, and in compliance with Hawai`i Revised Statutes, <br /> Section 92-2.5 and Hawai`i County Code, Chapter 2-25,the ad hoc committee conducted <br /> one hundred fifty-two (152) interviews. Ninety-nine (99) interviews took place at Council <br /> Chambers in Hilo and fifty-three (53) at the West Hawaii Civic Center.
