REQUEST: <br /> A Resolution authorizing the County (via the Department of Research and Development), pursuant to HRS <br /> §46-7, to enter into a Memorandum of Agreement with the Department of Defense, State of Hawaii, on <br /> behalf of its Hawaii Emergency Management Agency, for a $75,000 hazard mitigation planning grant entitled <br /> "FEMA Pre-Disaster Mitigation Program (PDM)." As part of this agreement the County will provide funds in <br /> the amount of$25,000 as a cost-share for the project. <br /> Also, please amend the Operating Budget 18-68 to appropriate these $75,000 in federal funds. <br /> Two waivers are requested that would allow time to execute the MOA this fiscal year: <br /> 1)A waiver from the Finance Committee, to place the Resolution and Bill on the May 8 agenda. <br /> 2) A waiver of the 5-day hold period after approval of the Resolution. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> ti <br /> The project is designed to support the mitigation project entitled "County of Hawaii: Integration of Climate <br /> Change Adaptation Plan into the 5-year update of the Multi-Hazard Mitigation Plan."The project will identify <br /> climate change impacts and develop mitigation measures, action priorities, and an implementation plan. <br /> Work will include stakeholder engagement, a multi-hazard assessment, a climate change and multi-hazard <br /> mitigation risk/vulnerability/capability assessment, a feasibility analysis of mitigation and resilience strategies <br /> and a monitoring and evaluation framework. <br /> SIGNED: a IDATE: - i6 6 <br /> +epartment Head <br />
