Hilo,Hawai`i 96720 <br /> (808)961-8234 • Fax(808)961-8569 <br /> May 15, 2019 <br /> Aaron Chung, Council Chair and <br /> Members of the Hawai`i County Council <br /> Hawai`i County Council t,11 <br /> 25 Aupuni Street <br /> Hilo, Hawai`i 96720 <br /> Re: Operating Budget <br /> Enclosed is a Resolution to enter into an agreement with the Department of Labor and <br /> Industrial Relations in order to receive their Workforce Innovation and Opportunity Act <br /> (WIOA) grant. <br /> Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating <br /> $1,053,000 into the Office of Housing and Community Development's Workforce <br /> Innovation and Opportunity Act program and pension and contribution accounts. This <br /> appropriation reflects funding allocations received from the Department of Labor and <br /> Industrial Relations for the Program Year(PY) 2019. No County General Funds are <br /> involved. The bill sets up the proper accounts to receive and expend the WIOA funds. <br /> The Office of Housing and Community Development(OHCD) indicates that the funds • <br /> will be utilized to assist adults, dislocated workers and youth by providing services that <br /> will train individuals to increase employment, retention, earnings, skills and literacy. <br /> This will improve the quality of the workforce, reducing welfare dependency and <br /> enhancing the productivity and competitiveness of the local economy. . <br /> The OHCD requests that this resolution and bill be waived from the Finance Committee <br /> and be placed on the June 4, 2019 Council agenda, and to waive the Council's five-day <br /> hold for reconsideration so that the funds will be available for use as soon as possible.
