REPORT OF THE
COMMITTEE ON PUBLIC WORKS AND MASS TRANSIT
DATE: June 18, 2019 Re: Comm. No. 316/Res. No. 190-19
PLACE: Council Chambers
Kailua-Kona, Hawaii
TIME: 3:42 p.m.
Council Chair and Members
Hawaii County Council
Hilo, Hawaii 96720
Your Committee on Public Works and Mass Transit,to which was referred Resolution
No. 190-19, reports as follows:
Resolution No. 190-19, introduced by Committee Chair Susan L.K. Lee Loy by request of the
Administration, and transmitted by Deputy Corporation Counsel J Yoshimoto via
Communication No. 316, dated May 23, 2019, accepts the dedication of Lot 2, H6kuli`a Phase 3
East, Part B Large Lot Subdivision, identified as TMK No. (3) 8-1-036:002, situated along the
southerly side of Haleki`i and Ke`eke`e 1St, District of South Kona, Island and County of
Hawaii, State of Hawaii, from 1250 Oceanside, LLC, a Delaware limited liability company.
Council Member Rebecca Villegas noted that the project had been in the works for a long time,
prior to her term on the Council, and she was extremely grateful to see it moving forward. She
asked Mike Vitousek, cultural resources manager for 1250 Oceanside LLC, the developer of
116kuli`a, to come forward.
Mr. Vitousek said that he had been working for a few years with Department of Parks and
Recreation staff to get this park expansion dedicated. He said it will be a huge asset for the
community, and he reminisced about the bringing his girls there before it was closed. He was
looking forward to the area being reopened and maintained by the County for parking.
Y
Mr. Vitousek also recognized the late Cynthia Nazara, a community member who advocated for
the park, and said it was really important for her. He was happy to keep the project moving
forward. Council Member Villegas concurred with Mr. Vitousek's positive comments about
Ms. Nazara, and she asked for your Committee's support in accepting the property.
Chair Lee Loy agreed that the resolution was very straightforward, that it satisfied a condition of
the zoning ordinance, and that is a much-needed park for the area.
PWMTC Report No: 12
