Chung, Council Chair <br /> and Members of the County Council <br /> County of Hawaii <br /> Page 8 <br /> Hawaii County Council prescribed a formula of one(1) parking stall for every 160 square <br /> feet of gross floor area for commercial uses (or 123 stalls based on the previously proposed <br /> project size). If that ratio is applied to the current proposed project size(9,046 square feet), <br /> the new minimum number of off-street parking and loading spaces would be 57. <br /> Planning Director's Recommendation for Amending Condition H: <br /> The Planning Director supports the proposed amendment to Condition H as the <br /> applicant will continue to apply the County Council imposed ratio of one(1)parking stall per <br /> 160 square feet of gross floor area for commercial uses but will apply that ratio to a smaller <br /> overall gross floor area.Thus,the director supports the reduction of minimum parking spaces <br /> articulated in the proposed amendment. <br /> Applicant's Requested Amendment of Condition N (Fair Share) and stated reasons: <br /> The applicant has requested to update the Fair Share contribution dollar amounts to <br /> current(2018)levels.Although the applicant is not proposing the construction of residential <br /> units on the subject property, this proposed amendment seeks to update the fair share <br /> contribution amounts based on the current percentage change in the Honolulu Consumer <br /> Price Index (HCPI) being utilized by the Planning Department from 2007 levels to the <br /> current levels. <br /> PlanninfZ Director's Recommendation for Amending Condition N: <br /> The Planning Director supports this amendment as it is already standard practice for <br /> the Planning Department to update Fair Share amounts for change of zone amendments,even <br /> if the applicant does not request it. Please note that as the amendment application was <br /> submitted in 2017, the Fair Share contribution amounts contained in the applicant's stated <br /> amendment request are different(smaller)than those articulated in the Condition attached to <br /> the Planning Department's draft Ordinance. <br /> Applicant's Request to Delete Condition E (TIAR Timing) and Reason: <br /> The applicant has is requesting deletion of Condition E,which requires the submittal <br /> of a Traffic Impact Analysis Report(TIAR) to the State Department of Transportation for <br /> review and approval prior to issuance of Final Plan Approval. <br />
