BEQUEST: <br /> The Hawai'i Fire Department is requesting a resolution authorizing the payment of funds in a later year and <br /> for more than one fiscal year for a multi-year lease to purchase one (1) fire apparatus and one (1) brush <br /> truck. The lease would be for a term of five (5) years. The fire apparatus (fire trucks) will be assigned to the <br /> Hawaiian Ocean View Estates Fire Station and the brush truck will be assigned to the Laupahoehoe Fire <br /> Station. The estimated cost is $14,000 per month for the fire apparatus and $7,000 per month for the brush <br /> truck for a total of$21,000 per month. Total for the sixty (60) month term is $1,260,000. After the 60-month <br /> term, apparatus and brush truck will become property of the County. Payments will commence after delivery <br /> of the fire trucks. <br /> The Department is requesting that the Finance Committee hearing be waived. A breach is also being <br /> requested so that this request is placed on the Council agenda's meeting on October 2, 2019. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> The current apparatus at Hawaiian Ocean View Estates Fire Station is 16 years old and serves a population <br /> over a large area. The current brush truck at Laupahoehoe Fire Station is 24 years old and also served a <br /> population over a large area. National Fire Protection Association Standards recommend replacement after <br /> 15 years of useful life. <br /> The purchase of the new apparatus and brush truck will provide reliable front-line response vehicles. <br /> Repairs and maintenance costs will also be reduced. The Fire Department specifies fire apparatus and <br /> brush truck that are manufactured to the latest National Fire Protection Association (NFPA) Standards and <br /> Department of Transportation (DOT) Regulations, providing for the safety of our personnel and the driving <br /> public. Having reliable fire apparatus in our fleet will also increase our firefighting effectiveness thereby <br /> reducing fire loss to the community. <br /> The estimated payments will be appropriately budgeted in the FY 20-21 operating budget when the two <br /> apparatus are anticipated to be delivered after a nearly one year build time.
