N4h; <br /> "��'' STATE OF HAWAI`I <br /> • <br /> COUNTY OF HAWAII i �`�''��--�-�/ •� <br /> RESOLUTION NO. 358 19 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE HAWAII <br /> ALLIANCE FOR COMMUNITY-BASED ECONOMIC DEVELOPMENT FOR A <br /> REIMBURSEMENT OF EXPENSES RELATED TO THE VIBRANT HAWAII ISLAND <br /> SUMMIT. <br /> WHEREAS, a study conducted by Aloha United Way and published in 2016 found that <br /> 61 percent of Hawai`i Island households either live below the federal poverty level or have an <br /> income above it, but not high enough to afford a basic household survival budget; and <br /> WHEREAS, these households may be identified as being Asset Limited, Income <br /> Constrained, Employed (ALICE); and <br /> WHEREAS, the Hawai`i Alliance for Community-Based Economic Development <br /> (HACBED) is a 501(c)(3) nonprofit organization that works to build the capacity of families and <br /> communities; and <br /> WHEREAS, HACBED is providing administrative and fiscal support for the Vibrant <br /> Hawai`i Island initiative, which will convene leading stakeholders from multiple disciplines on <br /> Hawai`i Island to focus on poverty reduction; and <br /> WHEREAS, Vibrant Hawai`i Island has conducted multiple rounds of listening and <br /> outreach with stakeholders and has organized those ideas into 12 main themes, which were <br /> presented to the Council's Governmental Relations and Economic Development Committee on <br /> September 3, 2019, via Communication No. 374.1; and <br /> WHEREAS, Vibrant Hawai`i Island assembled a strategy committee of stakeholders to <br /> review gathered information and to develop a plan to transform practices, systems, and culture, <br /> with the ultimate goal of reducing poverty through program initiatives and meaningful policy <br /> changes over three to five years; and <br /> WHEREAS, Vibrant Hawai`i Island held a summit on September 27, 2019, that brought <br /> together representatives from multiple community sectors to examine further Hawai`i Island's <br /> housing, health, education, mobility, and economy; and <br />
