Chung, Council Chair <br /> and Members of the County Council <br /> County of Hawaii <br /> Page 5 <br /> Directly east of the subject property is a group of Single-Family Residential (RS-10)zoned <br /> properties that contain residential structures, while to the west along Laukapu Street are <br /> properties zoned Industrial-Commercial Mixed (MCX-20) and contain businesses such as <br /> Central Supply Company. <br /> According to the Final Plan Approval for the proposed development, access to the <br /> property shall be via both East Kawili Street and Laukapu Street. However, according to <br /> Condition E of Ordinance No. 09-090A,"Access to the project site shall be limited to right- <br /> turn in, right-turn out movements at [East] Kawili Street and full movements at Laukapu <br /> Street and shall meet with the approval of the Department of Public Works. Should there be <br /> future road improvements at[East] Kawili Street, such as a dedicated turn lane fronting the <br /> subject site that can reasonably and safely accommodate left turn movements, left turn <br /> movements may be permitted by the Department of Public Works.All driveway connections <br /> to [East] Kawili Street and Laukapu Street shall conform to Chapter 22 of the Hawaii <br /> County Code." County water for the subject parcel is either available from an 8-inch line <br /> fronting East Kawili Street or Laukapu Street, which was determined to be sufficient to J <br /> address fire flow requirements. <br /> i <br /> The property has no severe geological or topographical problems which cannot be 1 <br /> rectified, or which would render the land unusable. The project site is located within Zone <br /> "X", which is an area of minimal flood hazard. The parcel is also located outside the <br /> Tsunami Evacuation Zone. According to DPW, all development-related runoff shall be <br /> disposed of on site and shall not be directed toward any adjacent properties. <br /> l <br /> No professional floral or faunal surveys were conducted of the site due to the history <br /> of the property being used for residential purposes. <br /> The request is not contrary to Chapter 205A,Hawaii Revised Statues,relating <br /> to Coastal Zone Management. The project site is not proximate to the shoreline and is <br /> situated outside of the SMA. There is no record of any designated public access to the <br /> shoreline or mountain areas that traverses the site. According to the applicant, no valued <br /> cultural,historical or natural resources exist on the property, and there is no evidence of any <br /> traditional and customary Native Hawaiian rights being practiced on the site. Thus,it is not <br /> anticipated that the proposed request will have any adverse impact on cultural or historical <br /> resources in the area. Therefore, no action is necessary to protect these rights. <br /> Lastly, this approval is made with the understanding that the applicant remains <br /> responsible for complying with all other applicable governmental requirements in connection <br /> with the approved amendment,prior to its commencement or establishmentupon the subject <br />
