Hawaii County Energy Code Bill <br /> Annotated Draft <br /> 11/27/19 <br /> code requirements shall prevail. Where there is a conflict between a general <br /> requirement and a specific requirement, the specific requirement shall govern." <br /> Comment. <br /> Maui Justification: This will allow the code official to review code conflicts and <br /> make the most reasonable determination. See: §16 16B.CI 01,4, Maui County <br /> Code (hereafter "MCC'). <br /> (3) Subsection C102.1 of the International Energy Conservation Code is amended to read <br /> as follows: <br /> "C102.1 General. This code is not intended to prevent the use of any material, <br /> method of construction, design or insulating system not specifically prescribed herein, <br /> provided that such construction, design or insulating system has been approved by the <br /> code official as meeting the intent of this code. <br /> The code official may allow alternative energy conservation standards for <br /> nonstandard building materials, unique or limitations of design, special methods of <br /> construction, andgeographical location. The code of ficial may require construction <br /> plans,research reports, and tests prepared by a registered design professional in order <br /> to determine whether to allow such lower standards." <br /> Comments: <br /> A. This added language is similar to language adopted by Maui County. <br /> See: §1616B.C]02.1, MCC. <br /> B. The code should not prohibit nonstandard building methods and materials <br /> such as those: <br /> 1) Used in indigenous Hawaiian architecture and membrane structures, <br /> 2) Resulting from design limitations like timber frame construction, open <br /> beam roofs, or <br /> 3) Additions to existing conditions, geographical locations in valleys and <br /> other obstructions. <br /> (4) Subsection C103.1 of the International Energy Conservation Code is amended to read <br /> as follows: <br /> "C103.1 General.
