REPORT OF THE <br /> COMMITTEE ON PUBLIC WORDS AND MASS TRANSIT <br /> i <br /> DATE: December 17, 2019 Re: Comm.No. 646/Bill No. 126 <br /> PLACE: Council Chambers <br /> Kailua-Kona, Hawaii <br /> TIME: 2:34 p.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Public Works and Mass Transit, to which was referred Bill No. 126,reports as <br /> follows: <br /> i <br /> Bill No. 126, transmitted via Communication No. 646, dated November 27, 2019, from Public Works <br /> Director David Yamamoto and introduced by Committee Chair Sue Lee Loy at the request of the <br /> Administration, amends Chapter 5 of the Hawaii County Code 1983 (2016 Edition, as amended)by <br /> repealing Article 5, Section 5-84, and replacing it with a new Article 5, relating to energy conservation. <br /> The State Building Code Council in 2017 adopted amendments to the 2015 International Energy <br /> Conservation Code (IECC), and those amendments took effect as the State Energy Conservation Code <br /> on March 31, 2019. Bill No. 126 adopts further County-specific amendments to the State code, as <br /> allowed in Hawaii Revised Statutes, Section 107-28(a). <br /> Your Committee introduced the public to the energy code amendments on September 3, 2019, with a <br /> video presentation(featuring Da Braddahs) and subsequent discussion that was placed on the agenda as <br /> Communication No. 429. <br /> I <br /> The Building Division circulated a draft version of Bill No. 126 for public review in October and j <br /> topic-focused workshops were held on October 28 and 29, 2019, in Hilo and Kailua-Kona, respectively. <br /> Construction, architectural, and drafting professionals were invited to bring written proposed <br /> amendments to the draft bill, and also had the opportunity to provide oral input to a note-taker. <br /> Following these workshops, an open comment period was held open until November 4, 2019,to receive <br /> input. After this initial comment period closed, the Building Division reported receiving dozens of <br /> comments, which were analyzed for possible inclusion into the bill. <br /> Just prior to your Committee meeting, Chair Lee Loy filed an informational packet(Communication <br /> No. 646.2) containing written comments and justifications from the public, responses to those <br /> comments from the Building Division, images of people attending the October workshops, and an <br /> updated"checklist" indicating the progress of the bill in recent months. <br /> Vice Chair Matt Kaneali`i-Kleinfelder acted as Chair for this Committee meeting, from Hilo via <br /> videoconference. <br /> PWMTC Report No.:20 <br />
