10. Special Management Area (SMA): The subject property is not situated within the SMA <br /> and is located approximately twelve (12)-miles away from the nearest shoreline. <br /> DESCRIPTION OF PROPERTY AND SURROUNDING AREA <br /> 11. Subject Property: The property is rectangular in shape with approximately 156 feet of <br /> frontage along Old Volcano Road and the topography is fairly level. There is an <br /> approximately three (3) foot tall rock wall along the roadway frontage with a driveway on <br /> the eastern end of the property. According to the applicant, based on aerial photos from <br /> the 1960s, the property has been previously cleared and used for cattle grazing. While the <br /> majority of the property is currently heavily vegetated, the applicant indicated that this is <br /> secondary growth and not intact native forest. Furthermore, a portion of the parcel has <br /> been recently cleared and used as employee parking for the adjacent Kilauea Lodge. <br /> Finally, there is a twelve (12)-foot wide perpetual easement for a road right-of-way for <br /> use in common situated along the entirety of the eastern property line that provides legal <br /> access to the parcel to the east of the subject property. However, it appears that the <br /> current driveway does not align with the access easement and the easement's intersection <br /> with Old Volcano Road is blocked by a section of rock wall. <br /> 12. Surrounding Land Uses/Zoning: There are a mixture of residential, village commercial <br /> and agricultural zoning and uses in the area. The properties directly adjacent to the west <br /> and north west are similarly zoned Village Commercial (CV-10) and consist of the <br /> existing Kilauea Lodge; properties adjacent to the north and east are zoned Single-Family <br /> Residential (RS-20) and consist of residential dwellings; the property to the directly to <br /> the south (across Old Volcano Road) is zoned agricultural (A-20a) and currently vacant. <br /> The subject property is located approximately one (1) mile from the Volcano School of <br /> Arts and Sciences and approximately 0.3 miles from the Cooper Center, and proximate to <br /> commercial areas, a hardware store and post office. <br /> 13. Flood Zone: Zone X, an area detennined by FEMA to be outside the 500-year flood <br /> plain. <br /> -3- <br />
