REQUEST: <br /> Pursuant to Hawaii County Charter Section 10-11, the Department of Research and Development (R&D) is <br /> requesting that the Council approve a resolution authorizing the payment of funds from the appropriations of <br /> more than one fiscal year, up to a total of four years, for a multi-year contract for R&D's Contract (No. <br /> c.007686) with Arizona State University (ASU) for professional services provided to the County relating to the <br /> Hawaii Public Utility Commission dockets. <br /> COST: $100,000 FY 2019-20 <br /> WAIVE: Finance Committee <br /> WAIVE: 5-day Holdover after approval of resolution <br /> I <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> Pursuant to Resolution 134-19, the Council authorized the County to enter into an agreement (Contract No. <br /> c.007686)with ASU. Pursuant to paragraph 4 of the agreement, the term of the contract may be extended by <br /> mutual agreement for four (4) additional one (1) year periods. R&D and ASU mutually desire to exercise their <br /> first option to extend the contract for an additional one-year period and is requesting that the Council <br /> approve a resolution authorizing County to exercise the extension of the agreement (Contract No. 0007686) <br /> with Arizona State University (ASU) for one (1) year for each year, up to a total of four(4) years, pending <br /> availability of an annual appropriation. <br /> The County intends to work closely with ASU as its faculty and staff have years of experience in utility design <br /> and regulatory policy, analysis of new business models and new paradigms, and modeling optimal <br /> engineering and economic solutions with a focus on consumers and communities. ASU will help to review <br /> dockets, identify issues of concern, develop recommendations, and help the County articulate arguments. <br /> ASU would provide this support both electronically, in person, and by attending PUC hearings. <br /> SIGNED: - DATE: <br /> Department Head <br />
