Exhibit 18-Letter from Cristito and Celeste Tiogangeo dated <br /> January 29, 2020. <br /> RECOMMENDATION <br /> The Planning Director is bringing this matter before the Planning Commission <br /> due to noncompliance with Condition R of Ordinance No. 14-056. The Department also <br /> recently became aware that the property has been listed for sale by the landowner since <br /> April 15, 2019 and therefore the landowner does not intend to develop the property with <br /> multiple-family residential units as represented to the County Council when the property <br /> was rezoned in 2010 and 2015. <br /> The landowner has been aware that the overgrown trees on his property are <br /> negatively affecting his neighbors properties for several years now; he was directed to <br /> remove the trees by the County DPW in June 2019 and January 2020; and the Planning <br /> Director has provided ample time (from October 2019 to the present) to comply with the <br /> County Code and conditions of Ord. 14-056. Over this period of time, the landowner has <br /> consistently shown a lack of concern for the wellbeing of the neighborhood and has not <br /> taken responsibility for properly maintaining his property. <br /> In his letters to the County, rather than indicating he would comply with <br /> Condition R, the landowner stated he did not think he was responsible for removing the <br /> unsafe flora and had not violated any laws.
