To the extent practicable, the TOD/TND master pla n s hall should follow the <br />intent of the Village Design Guidelines in Attachment B. The master plan shall should be the basis for any <br />comprehensive rezoning, capital improvement program, and/or business improvement district for facilities <br />or services. <br />Acti on LU 3.1a: Initiate community organization effort, including landowners, developers, and <br />public, on the opportunities of TODs/TNDs for each of the rural towns (R&D, PD, on - going). <br />Action LU 3.1b: Prepare town master plan(s) (PD, MT, town entity, 5 - 10). <br />Po licy LU - 3.2: Revitalization of Other Existing Rural Villages. Rural Villages such <br />- based revitalization master <br />plans that would serve as the basis for any comprehensive rezoning, capital improvement program, and/or <br />business improvement district for fac ilities or services. <br />Action LU 3.2a: Initiate community organization effort, including landowners, developers, and <br />public on the opportunities of TODs/TNDs for each of the rural villages (R&D, PD, 3 - 5). <br />Action LU 3.2b: Prepare village master plan(s) (PD , village entity, 5 - 10). <br />Policy LU - 3.3: Clustered Rural Subdivision Project Planned Unit Development (PUD). Provided a <br />PUD application for rural - or agriculturally - zoned land substantially meets the Clustered Rural Subdivision <br />Guidelines in Attachment C, the Planning Director Commission shall issue approval a recommendation , <br />with or without conditions within sixty (60) days after acceptance of the application , and the appr oval shall <br />be considered a tentative subdivision approval according to Section 25 - 6 - <br />and Planning Commission Rules . All other requirements and procedures of a PUD shall be apply as set <br />forth in Article 6 of the Zoning Code. <br />A ction LU 3.3a: Amend s Chapter 25 Zoning Code and Chapter 23 Subdivision Code to est ablish <br />Clustered Rural Subdivision PUD (Enacted by plan) <br />Policy LU - 3.4: Clustered Rural Subdivision Guidelines. The Clustered Rural Subdivision Guidelines in <br />Attachment C apply to proposed subdivisions outside of the Kona Urban Area (UA) at the applicant <br />option . The intent of the guidelines is to minimize grading, preserve the natural appearance of the land to <br />the maximum extent possible, ensure agriculture use in the S tate Land Use Agricultural District, and create <br />a rural setting for residences. Tow ards this end, the guidelines shall, at a minimum, specify: <br />1. Minimum lot sizes; <br />2. Natural and cultural resources meriting protection and associated buffer areas, as applicable ; <br />3. Minimum standards for roads and wastewater disposal; <br />4. Legal tools for permanent pro tection, maintenance of open space, and/or agricultural lands; <br />5. Connections to the open spaces of surrounding areas. <br />Action LU 3.4a: Adopt s Clustered Rural Subdivision Guid elines (on - going). <br />Action LU 3.4b: Continually improve and refine the guidelines ( PD, DC, on - going). <br />28 <br /> <br />
