Communication No. 2019-09 <br />4.3 ENVIRONMENTAL RESOUR CES <br />The Environmental Resources section of the Kona CDP identifies objecti ves, policies, and actions to guide <br />entally sensitive areas. It will become important to <br />focus on creative solutions that protect the environment while allowing for growth, redevelopment, and <br />increase densit ies in strategic areas. <br />4.3.1 Existing Conditions <br />Mapping of various resources in the Ko na region has been on - going for many years. With advancing <br />computer technology, such Geographic Information System (GIS), much of the available information has <br />been incorp orated in computer databases. While the geographic detail made possible by such com puter <br />mapping gives the sense that such mapped information is comprehensive, accurate and reliable, it is not <br />always the case. The actual level of accuracy and reliability varies widely. It is important to continually <br />improve the state of knowledge and t rack changes by documenting the source and methodology of the data <br />collection. <br />The mapping data for the environmental resources collected for this plan come from the fol lowing sources: <br />1. Regulatory map with defined procedures to map and amend: <br />Flood Insur <br />Code Chapter 27) <br />2. Legally mandated inventories yet to be completed: <br />Trails e statewide trail and access program, the Department of Land <br />and Natural Resources i <br />wholly or partly on public or private lands and whether or not under the j urisdiction of the <br />- 3). <br />Historic sites The State Historic Preservation Division is required to develop an inventory of <br />historic properties (any structure or site over fifty years old) and burial sites (HRS Section 6E - <br />3). <br />3. Volunt arily compiled databases that lack a comprehensive management system for verification and <br />maintenance: <br />Critical Habitats: Although the U.S. Fish and Wildlife Service follows a formal procedure to <br />designate a critical habitat, there is no formal procedure to provide a map to the County permit <br />agencies; <br />Coastal Resources and Water Quality Monitoring Stations: GIS d ata on coastal resources <br />compiled by the University of Ha <br /> <br />) water <br />quality monitoring stations (Source: U.S. Environmental Protection Agency and DOH (State <br />GIS Program) <br />Anchialine Ponds: Data digitally representing occurrences of anchialine ponds that were <br />970 2000 (Source: National <br />Oceanic and Atmospheric Administration, National Ocean Service, Office of Respons e and <br />Restoration, Hazardous Materials Response Division (University of Hilo, Department of <br />Geography and Environmental Studies) <br />Native Habitats: <br />are animals, plants, and natural communities (ecosystems) <br />e <br />decline or incr ease in the number of individuals, recorded habitat and observed threats.
