Ms. Harden: <br />Yeah. Good morning Board of Ethics Members and thank you for <br />your service on the commission. Speaking about the petition <br />before you. I think Ms. Kierkiewicz seems to be a capable Council <br />member...asking good questions about the Mass Transit budget <br />and other issues. And she has already addressed some concerns in <br />the petition by resigning from Hastings & Pleadwell. And by <br />verbally disclosing connections with Steve Ueda but I hope you'll <br />offer some official guidance for similar situations in the future. As <br />the petition say Ms. Kierkiewicz introduced Bill 16, chaired the <br />committee, considering the Bill and voted in favor of it. She did <br />not disclose that she worked closely with Steve Ueda, president of <br />Matsuno Enterprises which owned the property in question. And <br />she did not disclose that she was on leave but had not resigned <br />from Hastings & Pleadwell. And they still listed Suisan as a client. <br />Steve Ueda is president of Suisan. To provide guidance for the <br />future, please advise whether Ms. Kierkiewicz should have <br />refrained from introducing Bill 16. Should have recused herself <br />from chairing a meeting on Bill 16 and from voting on the Bill. <br />And should she have disclosed her connections with Ueda. And I <br />hope you'll recommend that Ms. Kierkiewicz refrain from <br />introducing Bills that benefits clients that she has worked with at <br />Hastings & Pleadwell. And that she make disclosures when taking <br />official actions that involve her past clients at Hastings and <br />Pleadwell. Thank you. <br />Mr. Goodenow: Thank you. The next testifier is Deborah Ward. Also providing <br />testimony on Petition 2019-01. Please come forward. <br />Ms. Ward: <br />Aloha and good morning. I'm Debbie Ward. Testifying on my <br />own behalf. I just wanted to concur with what Cory said. Ms. <br />Kierkiewicz is my Representative for the County Council and I <br />appreciate the work she's doing and I have no personal disregard <br />for her at all. But I do feel that we govern better when we have <br />full disclosure. And I'd like to encourage the Ethics Commission <br />to assist us in finding out how best to do that. And I thank you for <br />your time. Mahalo. <br />Mr. Goodenow: Thank you. Next testifier is Hanalei Fergerstrom. Also testifying <br />on Petition 2019-01. <br />Mr. Fergerstrom: <br />Good morning. I wasn't really prepared to testify but I do what to <br />say I concur with what has already been spoken about the ethics <br />and the problem we have...there was conflicts of interest. It serves <br />us better if we don't have those conflicts. And if they are there, <br />they should be exposed immediately. Thank you. <br />2 <br />
